Responsibilities

  • Gather proposal information by identifying sources of information, interviewing subject matter experts (SMEs), and develop proposal content by collating information and creating solutions/outcomes/benefits.
  • Read and interpret RFP/RFI/SSN requirements and develop response outlines and/or templates that are compliant with the respective government agency’s guidelines.
  • Establish and maintain proposal support repository – templates, storyboards, often used content, elevator pitches, etc.
  • Write and edit (including substantive editing, “single voice” editing, and copyediting) proposals and responses to RFIs, SSNs, and White Papers.
  • Write, edit, revise, and finalize general sections - executive summaries, management approach, staffing rationale, past performance, resumes, etc.
  • Edit documents and technical literature prepared by other staff members, for content, coverage, clarity, and voice consistency, recommending revisions and editorial standards as appropriate.
  • Contribute to proposal graphics development, and support marketing efforts by developing and writing market collateral materials.
  • Improve proposal-writing results by evaluating and re-designing processes, approach, coordination, templates, and suggesting ideas for improvements, and implementing changes.
  • Support the Proposal throughout the process, meeting proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval, coordinating requirements with contributors, and contributing proposal status information during review meetings.

Requirements

  • Bachelor’s degree in Business Management, Computer Science, Marketing, English, Communications, or a related field.
  • Excellent writing skills and proven ability to understand and communicate technical concepts in a compelling, persuasive manner to evaluators.
  • 5+ years of technical proposal experience in response to Federal Government RFPs, RFIs, SSNs, and an understanding of the Shipley methodology.
  • Tech-savvy - experience communicating, writing and presenting to all levels of stakeholders, both technical and non-technical.
  • An understanding of key IT initiatives including agile, cloud, IT modernization, cybersecurity, data analytics, etc.
  • Familiarity with major federal government acquisition strategies, contract vehicles, and government proposal processes.
  • Proven ability to analyze RFP requirements and synthesize information to support the development of win themes and value propositions.
  • Capable of working under tight deadlines, with the flexibility to work on several projects concurrently.
  • Proficient in MS Office desktop publishing and document formatting tools (Word, Excel, PowerPoint, Visio) and Adobe Acrobat.
